SITUATION 15: S1 comes in as a relief pitcher. As he takes his warm-up pitches, the opposing coach argues that he has now exceeded the maximum number of pitches a pitcher is allowed by the state association restrictions.

RULING: Since S1 never threw a pitch, he has not exceeded his state association restrictions. The defensive team is allowed to replace him with an eligible relief pitcher. (6-1-6)

Revised Ruling: S1 has not thrown a pitch, so no violation has occurred. If S1 is ineligible to pitch, he may be withdrawn without penalty and replaced with an eligible relief pitcher. If S1 is not withdrawn, the umpire should allow him to pitch and advise the protesting coach to report the matter to CHSAA.
